Board Biographies

Mr. Ruben A. Alicea has served as Chairman of the Board for LACS since December 2006 and previously served as a LACS board member since 2004. He is a product of New York City public schools and a college graduate. Mr. Alicea has been employed by the State of New Jersey since 1986 overseeing State-wide housing programs grants that meet the needs of low and moderate income individuals; supervises the administration of housing programs directly or, through local or county, public or private agencies, and seeks available public and/or private sources for program funding. Mr. Alicea is currently a board member on several non-profit community and religious organizations in Jersey City. His board work has involved funding, program development, finance, health, youth mentoring, planning, and parent involvement in schools.

Chairperson of the Executive Committee and Personnel Committee. Member of the Finance Committee, Resource Committee and Facilities Committee.


 
   Dr. Eliu Rivera is the founder of LACS and has been Vice President of the Board for LACS since December 2006. A native from Puerto Rico, Dr. Rivera graduated from Dickinson High School and continued his studies at Rutgers University and Saint Peter’s College. During the last 40 years he has been the Executive Director of the P.A.C.O. Agency in Jersey City. Dr. Rivera has been appointed Deputy Mayor of the city of Jersey City and presently represents the 4th district in the Hudson County Board of Chosen Freeholders. Dr. Rivera has dedicated his life to advocate for human rights and his valuable contributions have been recognized by many New Jersey organizations over the years. Dr. Rivera is currently President of Puerto Rican Lutheran Housing Corporation and Vice President of Paulus Hook Community Housing Corporation and most recently received an Honorary Doctorate degree from the New Jersey City University for his many years of community work.

Mr. Frank Molina is a founding Board member for LACS. He attended Ferris High School and served with the United States Navy for 6 years becoming a decorated officer. Mr. Molina’s interest in criminal justice led him to graduating from Jersey City State College and joining the Jersey City Police Department where he has served the last 31 years and is credited for instituting the Christmas toy drives that the JCPD organizes every year. Mr. Molina has been a board member for the P.A.C.O. Agency in Jersey City for 15 years and is currently the Chairman of the Board. He is also a board member of the Puerto Rican Lutheran Housing Corporation and member and past President of the Hispanic American Law Enforcement Association. Under his leadership, recruitment drives were done and preparatory classes were given to those wanting to enter into Law Enforcement, a practice still done today.

Chairperson of the Security & Safety Committee. Member of the Personnel Committee, Board Development Committee, Resource Development Committee and Facilities Committee.


Mr. Chika Wosu has served as a LACS Board Member since 2008. Prior to his current position as Parent Board member, Mr. Wosu was LACS PTO President in 2006 and was also the PTO liaison to the LACS Board in 2007. He also served LACS PTO in various capacities. Mr. Wosu graduated from Jersey City State College and he has worked in the financial industry for 23 years. Mr. Wosu resides in Jersey City with his wife. Two of his children graduated from LACS while the youngest is still in the sixth grade. Mr. Wosu’s goal is to make sure all the children of LACS have a comfortable learning environment.

Chairperson of the Board Development Committee. Member of the Policy Committee, Discipline Committee and Facilities Committee. 


Mr. Israel Nieves has served as a LACS Board Member since 2007. Prior to his arrival to the LACS Board, Mr. Nieves served with the United States Marines Corps in which he served in the Persian Gulf War and subsequently, earning the United States Marines Corps Combat Action Award. In 1995 Mr. Nieves was Honorably Discharged with the rank of Sergeant. Thereafter, Mr. Nieves completed his undergraduate studies at Rutgers University earning a Bachelor of Science in Criminal Justice in 1997. Mr. Nieves is currently employed with the city of Jersey City as a Law Enforcement Officer and is currently enrolled in a Graduate program at Seton Hall University.

Chairperson of the Policy Committee and Education Committee. Member of the Finance Committee, Policy Committee, Board Development Committee, Facilities Committee and Security & Safety Committee. 


 

Tracey R. Brigman-Haynes has served as Treasurer of the Board for LACS since December 2006 and first became associated with LACS in 2000 as the parent of a second grader. Since then, she has had two of her children graduate from LACS and presently has a child in the eighth grade. Ms. Haynes was the first elected PTO President to serve a full term. After serving as PTO President several years she was asked to serve on the LACS board as a parent board member. Ms. Haynes has been employed since 2006 by a health care center in the State of New Jersey where nursing and rehabilitation is provided. Ms. Haynes is currently a board member for a non-profit community organization in Jersey City and is an active member at her church.
